The City of Garland announced that Fahad Qadir will become the city’s Budget Director effective November 9, a change that directly impacts how the municipality plans and funds services that affect every resident, from public safety to road maintenance.
Qadir joined Garland’s Budget & Research Department in 2020. Since then he has served as a Budget Analyst, Senior Budget Analyst, and Budget Manager, gaining broad experience in the city’s budget development and financial planning processes.
In his new role, Qadir will be responsible for the development and presentation of the Annual Operating Budget and the Capital Improvement Program. Those documents guide the city’s yearly operations and long‑term capital projects, shaping decisions on everything from park upgrades to infrastructure repairs.
Before entering municipal service, Qadir worked in private‑sector tax consulting, adding a commercial perspective to his public‑finance expertise. He holds a master’s degree in finance and a bachelor’s degree in economics, both earned at the University of Texas at Austin.
Residents can expect the Budget Director to oversee the upcoming fiscal year’s budgeting cycle, with public hearings and reports to follow according to the city’s regular schedule.
