Funding shortfalls threaten progressive voter outreach as midterms approach

WASHINGTON — A coalition of the nation’s largest progressive voter‑engagement and racial‑justice organizations warned this week that steep funding shortfalls and staffing cutbacks could hamper their ability to register and mobilize voters ahead of the midterm elections that will decide control of Congress for the final two years of President Trump’s term.

Funding gaps emerge as donors pull back

America Votes, the coordinating hub for more than 400 progressive groups, said its funding has fallen “well below” the level it enjoyed during the 2022 midterms. Executive Director Daria Dawson told the Associated Press, “There is still time to reach voters and bring them into this election, but we are no longer talking about a future opportunity. The window to engage them is open now, and it is narrowing every day.”

Wealthy donors and philanthropic foundations have reduced contributions to liberal causes since the 2024 presidential election, a trend especially pronounced for groups focused on communities of color. A July memo circulated among Democratic fundraisers warned that organizations that registered and persuaded millions of voters in 2018 and 2022 are now “drastically underfunded,” having raised nearly 40% less than they did at comparable points in those cycles.

Impact on voter‑mobilization efforts

The funding crunch has forced many groups to scale back programs that target lower‑propensity voters, voters of color, rural residents, and younger citizens. Organizations such as the National Coalition on Black Civic Participation and Mi Familia Vota report that they are operating with “extremely disappointing” donor support, despite their continued commitment to the democratic process.

Some groups are turning to technology to stretch limited resources. Artificial‑intelligence tools are being used to produce voter‑registration guides, translate information into multiple languages, and monitor potential election‑day issues. Partnerships with ride‑sharing companies are also expanding to provide free transportation to polling places.

Democratic response and concerns about the administration

The Democratic National Committee, which faces its own budget challenges, said it is making “historic investments” in organizing and voter protection. “We are expanding our voter protection infrastructure to defend Americans’ sacred right to vote, hold President Trump and Republicans accountable in court, and register and mobilize voters across the country,” said DNC spokesperson Angelo Fernández Hernández.

Critics of the Trump administration argue that its aggressive stance toward political opponents and diversity initiatives has chilled fundraising for progressive causes. Onyx Impact founder Esosa Osa, a veteran Democratic strategist, said the administration’s targeting “handcuffs our ability to persuade our communities to vote in a year where there is no Voting Rights Act.” The Supreme Court’s recent decision to overturn a key provision of the 1965 Voting Rights Act has only heightened those concerns.

Looking ahead

Progressive groups are urging donors to step up quickly. A September pitch from a coalition of Latino‑focused organizations outlined a $27.5 million goal for voter engagement this year but still needed $5.4 million to fund turnout efforts in ten states and seventeen House districts.

While the funding gap presents a significant hurdle, the groups say they remain committed to the democratic process. “We are on the front lines for our democracy and our communities,” said Héctor Sánchez Barba, CEO of Mi Familia Vota. “Those who believe that democracy matters should make sure they fund the work.”
