Frisco Zoning Commission Approves Retail Development

Frisco’s Planning and Zoning Commission approved the development at the corner of Main Street and Independence Parkway near Harold Bacchus Community Park with a 5-1 vote.

Details of the Development

Plans to change the 6.9-acre development from agricultural to retail were made in 2023. However, an incorrect case number on signage delayed the zoning change on the property in January 2026.

Spires Engineering is working with city officials to make sure that the retail development is beneficial to the park and nearby residential community. Spires Engineering plans to build three retail buildings in the 6.9-acre development with an open pavilion with seating in the middle of the buildings.

Shiva Kondou, a representative of Spires Engineering, said the retail development will be built unlike newer retail buildings in Frisco. “We made sure that when someone looks at the buildings, they will look like part of the park,” Kondou said. “They will not be like the modern structures you see everywhere else.”

Public Response

Eight residents, whose homes surround the field, spoke out against the upcoming retail development. Resident Jordan Pujol read a letter in public hearing on account of the moms on her street.

“When driving around Frisco, there is not one corner that has houses facing a commercial building,” Pujol said. “There are many backyards but never in a front yard like mine will be.”

However, city commissioners Jon Kendall and Sean Merrell believe that having retail near Harold Bacchus Community Park will benefit the community.

“My kids played soccer over there at Bacchus,” Merrell said. “I would have loved to go over there and have an ice cream, or go over there and get something to drink right after soccer. I think this is a great place to put this.”
