Fort Smith Director of Public Safety Wes Milam said the city is looking to enter into a new contract for jail, police, and fire department software after software company Pro Phoenix violated the city’s security policy in February 2026.

In 2023, the city entered into an agreement with Pro Phoenix, which provided software used by the jail, police, and fire departments until the security breach was discovered.
The issue was a breach of the city’s agreement with Pro Phoenix and could threaten the functionality of the River Valley Communications Center (RVCC) and the police department’s use of the Arkansas Crime Information Center, according to Milam.
The city is seeking a refund of $1.2 million and has notified Pro Phoenix that it will terminate its contract. Fort Smith is working to enter into a contract with a different software company, Central Square, aiming to have new public safety software up and running in early 2027.
