Former Indianapolis Mayor Greg Ballard Launches Lincoln Party Bid for Indiana Secretary of State

Indianapolis – Former mayor Greg Ballard entered the 2026 Indiana Secretary of State race on Tuesday, not as a Republican or Democrat, but as the founder of a brand‑new political banner, the Lincoln Party. In an interview with WIBC’s Tony Katz, Ballard said the office has become a political tool and that Hoosiers deserve a neutral referee.

Why a New Party?

Ballard, who served two terms as Indianapolis mayor and is a 23‑year Marine Corps veteran of the Gulf War, explained that both major parties have “rigged the game” against ordinary voters. He argued that 41 % of Indiana residents now identify as independents, compared with 29 % Republican and 21 % Democrat, while only about 10 % of voters decide the outcome of most legislative races in May primaries.

State law, Ballard noted, requires an independent candidate to gather roughly 37,000 signatures and spend more than $700,000 to appear on the ballot – hurdles he believes were deliberately designed to protect the two‑party system. Forming a party, he said, is the only legal avenue that allows independents a realistic path forward.

Criticism of the Current Office

Ballard singled out incumbent Secretary of State Diego Morales for what he described as “questionable travel expenses” and a “controversial handling of the redistricting commission.” He warned that Morales, as head of the RECAC (Redistricting Commission), makes decisions that benefit allies rather than the public.

“I will not endorse anybody. I will not donate to anybody. I will not fundraise for anybody in that office,” Ballard said, emphasizing his commitment to keep the position insulated from partisan pressure.

Independent Success in Indiana

Ballard highlighted a statistic that may surprise many political observers: 244 independent candidates have run for office across Indiana in the last two election cycles, and more than half of them won. He believes this demonstrates a growing appetite for non‑partisan representation.

Other Candidates in the Race

The Secretary of State contest also includes Democrat Beau Bayh, Republican Max Engling, and Libertarian Lauri Shillings. Debates are still pending as the primary filing deadline approaches.

Indiana voters will see the Lincoln Party listed on the ballot for the first time this November.
