Florida moves forward with $30 million purchase of Clearwater’s Mandalay Point

The Florida Acquisition and Restoration Council announced that it is advancing a proposal to purchase nearly 28 acres of coastal land at Mandalay Point, the northern tip of Clearwater Beach. The deal, estimated at about $30 million, would be funded through the state’s Florida Forever program, which seeks to preserve critical natural areas for future generations.

Why the land matters

Mandalay Point is one of the last undeveloped stretches of shoreline in the Clearwater area. The property includes beach dune, mangrove swamp, coastal strand, and grassland habitats that the Florida Natural Areas Inventory (FNAI) classifies as “rare/imperiled” statewide. Reviewers noted that these ecosystems are under constant pressure from development along the Gulf Coast.

Preserving the site would add to an existing 18‑mile corridor of protected barrier islands that already includes Caladesi Island, Honeymoon Island and Anclote Key Preserve State Parks. The land also borders the Pinellas County Aquatic Preserve, meaning that keeping it natural could improve water quality in Clearwater Harbor and St. Joseph Sound.

Wildlife benefits

Although formal surveys have not yet documented endangered species within the exact boundaries, Florida Fish and Wildlife Conservation Commission records show numerous observations of imperiled birds and marine life nearby. The beach could serve as nesting habitat for green and loggerhead sea turtles, while the dunes and marshes may support American oystercatchers, snowy plovers, Wilson’s plovers, least terns, piping plovers and red knots.

Details of the proposal

The acquisition would cover about 27.9 acres, extending roughly six‑tenths of a mile along the coast. Reviewers identified eight acres of beach dune, six acres of mangrove swamp, five acres of coastal strand, two acres of grassland and five acres of marine substrate. FNAI’s scoring system gave the property a 93 % rating for meeting state priorities such as strategic habitat conservation, natural flood‑plain function, surface‑water protection and fragile coastal resources.

The property’s only developed portion is a three‑bedroom waterfront home at 1198 Mandalay Point, built in 1987 and currently listed for $37.5 million. The real‑estate listing describes the parcel as more than 42 acres, but the state’s evaluation focuses on the 27.9‑acre area that would be acquired for conservation.

Process and next steps

The landowner’s attorney, Brian Aungst, presented the proposal to the council in December, speaking in favor of the purchase at a public hearing on Dec. 11. The following day, council members voted to move the proposal forward for further evaluation under the Florida Forever priority list.

Florida Forever is the state’s primary mechanism for acquiring land for conservation and recreation. While advancing through the evaluation process does not guarantee a final purchase, the council’s approval signals strong support for protecting this coastal asset.

Local impact

For residents of Clearwater and the surrounding Pinellas County area, the acquisition represents a proactive step to safeguard natural resources that support tourism, fishing and recreation. By preserving the shoreline, the state helps maintain the character of Clearwater Beach, a key draw for families and visitors who value unspoiled coastal experiences.
