Fernandina Beach has passed a new ordinance to regulate e-bikes and improve safety in the city. The ordinance, which was unanimously approved by city leaders, sets speed limits for e-bikes and other personal mobility devices.
Speed Limits and Regulations
The new rules establish a speed limit of 10 mph for bicycles and electric bicycles on sidewalks, trails, and paths, and 20 mph on roadways. Additionally, the devices are prohibited in city parks and golf courses.
According to Fernandina Beach Police Chief Jeff Tambasco, the goal of the ordinance is not to punish riders, but to change behavior and improve safety. The city used definitions for electric bicycles directly from Florida state statutes and tried to mirror state law as closely as possible.
The ordinance was proposed in May after officials received increased complaints about unsafe riding, particularly involving juveniles and young adults. Residents had reported riders speeding on sidewalks, doing wheelies, and rolling through stop signs.
A revised four-step enforcement plan has been outlined, starting with education and warning, followed by parent contact for juveniles, a citation that can be waived with a safety course within 30 days, and finally, $50 fines for repeat violations.
