Federal judge blocks Trump administration’s attempt to move FBI HQ from Greenbelt, Maryland

GREENBELT, Md. – A federal judge on Monday upheld the congressional decision to locate the new FBI headquarters in Greenbelt, rejecting the Trump administration’s effort to shift the agency to the Ronald Reagan Building in Washington, D.C. The ruling cites the Administrative Procedure Act and the Constitution’s allocation of authority to Congress for federal building projects.

Legal basis for the decision

The court found that Congress had already designated the Greenbelt site after a competitive selection process that emphasized design flexibility, security, cost savings, and proximity to Metro service. Under the Administrative Procedure Act, an executive agency cannot unilaterally reverse such a decision without following the required rulemaking procedures.

Impact on the project and local economy

County officials highlighted the economic significance of the headquarters. The project is expected to generate more than 7,000 jobs and contribute roughly $4 billion to Maryland’s state and local economies. Prince George’s County Executive Aisha Braveboy said the ruling protects the substantial investment Maryland has made in the development.

Administration’s response

Following the decision, the Trump administration announced it would abandon the Greenbelt plan and relocate the FBI to the Ronald Reagan Building downtown. Maryland sued, alleging the administration was attempting to divert funding that Congress had earmarked for the Greenbelt site. In a statement, an FBI spokesperson criticized the court’s action as a politically motivated intervention.

Next steps

The administration is expected to appeal the ruling. Delegate Adrian Boafo, who has championed the Greenbelt project, called the decision a confirmation of Maryland’s long‑standing commitment to bringing the FBI headquarters to the area.

Broader context

This case underscores the tension between the executive branch and Congress over federal land use and funding decisions. It also reflects ongoing debates about the location of major federal facilities and the economic benefits they bring to local communities.
