The 21st Century ROAD to Housing Act took effect Saturday, after a 10-day delay. The measure includes Olszewski’s Revitalizing Empty Structures Into Desirable Environments, or RESIDE, Act. It authorizes a competitive pilot program through the U.S. Department of Housing and Urban Development with up to $10 million in grants to help communities redevelop vacant properties into affordable housing.
