FBI Director Patel defends revised hiring rules for prostitution and bestiality at Senate hearing

During a Senate Judiciary Committee oversight hearing on Tuesday, FBI Director Kash Patel defended recent changes to the bureau’s hiring guidance that relax the automatic disqualification of applicants who have engaged in prostitution or bestiality. Patel said the revisions are intended to ensure that victims of trafficking or forced conduct are not barred from federal service simply because of past circumstances.

Policy change explained

Earlier this spring, the FBI quietly issued new guidance that lifts a categorical hiring ban on individuals with prior involvement in prostitution. The agency now says it will consider the context of the behavior on a case‑by‑case basis. A similar adjustment was made for applicants with a history of bestiality.

Patel told the committee, “We did not want to punish victims of bestiality, victims who were trafficked. We did not want to make it an automatic disqualification for the FBI to consider you.” He emphasized that the bureau’s goal is to protect those who were forced into illegal activity and to give them a fair chance at employment.

Senate reaction

Republican Sen. John Kennedy (R‑LA) pressed Patel on the rationale, asking, “When you saw bestiality, I say this with respect: The person who recommended it, why didn’t you just say what planet did you parachute in from?” Kennedy’s questioning highlighted concerns that the policy could lower standards for a premier law‑enforcement agency.

Democratic members of the panel seized on the hearing to criticize the FBI’s broader conduct under the Trump administration. Sen. Dick Durbin (D‑IL), the committee’s top Democrat, called Patel “the least qualified and most partisan FBI director in our nation’s history,” accusing him of using the bureau’s powers to pursue political retribution against President Trump’s opponents and to advance the president’s false 2020 election claims.

Patel also clashed with Sen. Adam Schiff (D‑CA), shouting over the senator’s remarks and being called an “utter disgrace” and a “coward.” Schiff retorted, “You can make an internet troll the FBI director, but he will always be an internet troll.”

Context of the Trump administration

The hearing took place amid ongoing tensions between the FBI and the Trump administration. President Trump has repeatedly asserted that the bureau is biased against his agenda, while the administration has defended the agency’s efforts to combat violent crime, drug trafficking, and other threats to public safety. Patel’s appearance marks his first Senate testimony since September of last year.

In addition to the hiring policy debate, Durbin called for Patel’s removal following an Atlantic magazine article that alleged excessive drinking. Patel responded with a $250 million defamation lawsuit, labeling the piece a “malicious hit piece.” The Atlantic said it would vigorously defend its reporting.
