Federal law‑enforcement officials announced Friday that they arrested a 34‑year‑old Irvine resident at Los Angeles International Airport (LAX) while she was preparing to travel to China. The woman, identified as Wanying “Heather” Zhang, was taken into custody by FBI agents and placed in handcuffs on video that was later posted to social media by First Assistant U.S. Attorney Bill Essayli.
Allegations of espionage
According to the U.S. Attorney’s Office, Zhang is accused of acting as an unregistered agent of the People’s Republic of China (PRC). Prosecutors say she traveled to Seattle in 2025 at the direction of Chinese officials and conducted surveillance on a close relative of a Taiwanese government official. The alleged surveillance included photographs, video recordings and license‑plate information, which were reportedly transmitted back to PRC authorities.
Legal proceedings
Essayli indicated that Zhang will appear before a federal judge on Monday for her initial court appearance. The charges stem from violations of the Foreign Agents Registration Act, which requires individuals acting on behalf of a foreign government to disclose their activities to the Department of Justice.
Airport operations continue
Airport officials confirmed that the incident did not disrupt normal operations at LAX. “Federal agencies conduct their own independent investigations,” a spokesperson said, adding that the airport remains fully functional for travelers.
Related immigration enforcement
In a separate matter at the same airport, Immigration and Customs Enforcement (ICE) agents also detained a woman on Friday night. A cellphone video captured the arrest, with an agent citing an “immigration violation” when questioned by a bystander. The detained individual asserted she was not doing anything wrong.
Community response
Local residents expressed a mixture of concern and relief that federal authorities are actively addressing potential threats to national security. “We want to keep our families safe and our country strong,” said one Irvine citizen who asked to remain unnamed.
The FBI’s swift action underscores the administration’s commitment to protecting American interests from foreign intelligence operations. As the investigation proceeds, officials have urged anyone with additional information to contact the FBI’s Los Angeles field office.
