Fairfax County converts former ‘Darth Vader’ office into 80 affordable apartments

Fairfax County leaders gathered Wednesday at the former Telestar Court office building—once nicknamed the “Darth Vader” building for its black glass façade—to celebrate a new affordable‑housing project that will bring 80 apartments to the Mosaic District area.

Local leaders champion the conversion

U.S. Rep. Abigail Spanberger, along with County Board Chairman Jeff McKay and other elected officials, toured the site and highlighted the county’s commitment to easing the region’s housing shortage. Spanberger said the project shows how “a place like Fairfax, where we have many commercial buildings that are no longer in use, can be transformed into homes for families who need them.”

Project details and funding

The redevelopment will provide entirely affordable units for households earning 60% of the median income or less. The county purchased the building using American Rescue Plan Act funds and is working with a private developer to complete the conversion. In addition to the 80 apartments, the plan includes 40% green space—a dramatic improvement over the former parking‑lot‑only layout.

Construction is progressing on schedule, with completion expected in December 2026 and the first residents moving in early 2027. The project is financed in part by the Virginia Housing Trust Fund, which receives roughly $100 million annually from the state budget to support similar initiatives.

Why affordable housing matters for Fairfax families

McKay emphasized the broader impact of the development: “Real people will live here—teachers, grocery‑store workers, and other essential employees. When they have a place to call home close to work, the cost of living in Fairfax County can be stabilized.” He noted that many families currently endure long commutes, spending half their day in traffic and missing valuable time with their children.

By providing housing near employment centers, the county hopes to reduce commute times, lower transportation costs, and improve overall quality of life for working families. The addition of green space also offers residents a healthier environment and a sense of community.

The Telestar Court conversion marks the first time Fairfax County has turned an entire office building into an affordable‑housing project. Officials see it as a model for future repurposing of underused commercial properties throughout the region, turning vacant structures into vibrant, family‑friendly neighborhoods.

As the project nears completion, county leaders will continue to monitor its impact on local housing availability and affordability, hoping it will inspire similar efforts across Northern Virginia.
