EU delays Russia sanctions expiry to give members more time to review renewal

European Union diplomats announced on Monday that the bloc’s Russia sanctions listings will remain in force until midnight on September 22, a seven‑day extension intended to give all 27 member states additional time to examine proposals for a six‑month renewal. The move was confirmed by a spokesperson for the EU’s Irish presidency.

Why the extension matters

The current sanctions regime, which targets nearly 3,000 companies and individuals with asset freezes and travel bans, was set to expire on September 15. By extending the deadline, the Committee of Permanent Representatives (Coreper) – the body of EU ambassadors that prepares work for the European Council – hopes to avoid a sudden lapse that could benefit the Russian war machine.

Debate over Alisher Usmanov

One of the most contentious issues in the renewal talks is whether to de‑list Russian‑Ukrainian billionaire Alisher Usmanov. France, joined by Slovakia, has called for his removal from the list, citing national security concerns. A French diplomatic source said, “France is one of the countries most committed to increasing pressure – by all means – on the Russian war machine, as well as to supporting Ukraine.” The French foreign ministry declined to comment further.

Usmanov, a metals and mining magnate with a net worth of $18.8 billion according to Bloomberg, is already subject to EU and U.S. sanctions and a travel ban. He has launched multiple lawsuits in European courts seeking to have the sanctions lifted, contesting media statements used as the basis for the measures.

EU’s unanimous approval requirement

Renewal of the sanctions requires unanimous approval from all 27 EU member states and must be revisited every six months. Historically, debates over the sanctions have been prolonged by differing national interests, notably from Hungary’s former leader Viktor Orbán and Slovakia, which maintains relatively close ties with Moscow.

In June, EU members agreed for the first time to extend sectoral sanctions on Russian energy for a full year, a step aimed at reducing the frequency of last‑minute debates.

Implications for Europe and Ukraine

Extending the sanctions regime underscores the EU’s continued commitment to pressuring Russia and supporting Ukraine. By preventing an automatic expiry, the bloc maintains economic levers that restrict Russian access to Western financial systems and limit the ability of sanctioned individuals and entities to operate internationally.

While the extension buys time for deliberation, it also signals to Russia that the EU remains united in its resolve. The upcoming vote will test the cohesion of the bloc as member states balance national interests with the broader goal of weakening the Russian war effort.

Coreper’s decision sets a new deadline of September 22 for member states to reach a consensus. If an agreement is reached, the sanctions will be renewed for another six months; if not, the EU could face a temporary lapse that would weaken collective pressure on Moscow.
