EPA scientific panel meets in Raleigh to review nitrogen‑oxide pollution and asthma risks

A federal panel of scientists is gathering in Raleigh this week to assess the latest research on nitrogen‑oxide (NOx) pollution and its effects on human health, especially asthma. The EPA’s Clean Air Scientific Advisory Committee will meet Wednesday and Thursday at the Raleigh Marriott Crabtree Valley.

Why the review matters

The committee’s review could influence whether the national air‑quality standard for nitrogen dioxide stays the same, is tightened, or is relaxed. The Clean Air Act requires periodic scientific reviews of six widespread pollutants, including nitrogen dioxide.

Local health concerns

Dan Costa, a Raleigh‑based scientist who spent 35 years at the EPA, said the current science reaffirms known health effects and suggests some impacts may occur at lower concentrations than previously understood. He highlighted that people with asthma, heart or lung conditions—and especially children with asthma—are most vulnerable. Exercise and higher temperatures can increase exposure.

Sources of NOx

Nitrogen oxides form when fuel burns at high temperatures. Major sources include cars, trucks, power plants, gas turbines and diesel generators. These emissions can irritate the respiratory system and combine with other compounds to create ground‑level ozone, or smog.

Data‑center energy use under scrutiny

While computer servers themselves emit little NOx, the massive electricity demand of data centers can drive higher emissions from power plants, especially if utilities rely on coal‑ or gas‑fired generators or keep diesel generators running for backup. Costa warned that short bursts of high emissions from multiple generators could pose health risks.

Panel composition and political concerns

Costa expressed concern that the newly reconstituted committee has become more political under recent administrations, potentially reducing the expertise needed for rigorous review. He noted that historically the panels were largely independent academic scientists.

How to participate

The public meeting runs from 9 a.m. to 5 p.m. on Sept. 16 and 8:30 a.m. to 2 p.m. on Sept. 17 at the Raleigh Marriott Crabtree Valley. The session is streamed online, and written comments can be sent to the committee’s designated federal officer, Aaron Yeow, at [email protected]. The EPA will continue accepting written statements beyond the meeting.
