El Paso Water, Public Service Board to Review 2027‑28 Budget Scenarios

El Paso, Texas – The El Paso Water (EPWater) utility and the Public Service Board (PSB) are set to convene a second public workshop on Wednesday at 6 p.m. to discuss the city’s 2027‑28 fiscal year budget. The meeting, held at EPWater’s headquarters on Hawkins Boulevard in East El Paso, will focus on narrowing four budget scenarios the utility presented on Sept. 30.

Four scenarios under review

During the September session EPWater outlined four distinct budget paths, each with different levels of investment, service impact, and rate adjustments for customers. The lowest‑cost option would reduce the combined water, wastewater and storm‑water budget by roughly 27 % compared with the current year’s $1.2 billion budget. The higher‑risk scenario would place $31 million in grant funding at risk and could trigger regulatory and contractual concerns. A leaner approach would slow incident response times and put $8 million in grants at risk.

Public input and next steps

The upcoming workshop is open to the public, giving residents an opportunity to hear the trade‑offs and ask questions before the board decides on a preferred scenario. After Wednesday’s session, the PSB will hold three additional regular meetings leading up to a final vote scheduled for Jan. 13, 2027. If the board approves the budget, the new rates and fees would take effect on March 1.

Why the budget matters to families

Water rates directly affect household budgets, especially for families relying on reliable service for daily needs. By presenting a range of options, EPWater and the PSB aim to balance fiscal responsibility with the need to maintain safe, responsive water and wastewater services for the community.

Board’s stated goals

Board members have emphasized the importance of transparency and stewardship of taxpayer dollars. They noted that any decision will consider both short‑term financial health and long‑term infrastructure reliability, aligning with the city’s broader commitment to responsible governance.

Community response

Local stakeholders, including neighborhood associations and business groups, have expressed interest in the outcomes. While some advocate for the deeper cuts to keep rates low, others warn that reduced funding could compromise service quality and emergency response capabilities.

The PSB’s final decision will shape El Paso’s water services for the next two years, making this workshop a key moment for residents to engage with their local government and ensure that the chosen budget reflects both fiscal prudence and community needs.
