DNI Clayton warns of online radicalization as terrorist networks swell nationwide

In a recent appearance on Fox News’ Special Report, Director of National Intelligence Jay Clayton highlighted a growing danger to American communities: terrorist organizations are now recruiting and radicalizing individuals directly through the internet. Clayton cited United Nations data showing al Qaeda’s global network has ballooned to roughly 25,000 potential fighters – about fifty times its size at the time of the September 11, 2001 attacks.

Online recruitment replaces overseas camps

“Terrorists recruit today much differently than they did 25 years ago,” Clayton told host Bret Baier. He explained that modern extremists no longer rely on distant training camps; instead, they use social media, encrypted messaging apps, and other digital platforms to find and indoctrinate supporters from the safety of their own homes.

Recent plot foiled in New York City

Clayton referenced a recent attempted bombing in New York City to illustrate the new threat model. Two men from Pennsylvania traveled to Manhattan on March 7 with two explosive devices, intending to detonate them near protesters outside Gracie Mansion, the official residence of Mayor Zohran Mamdani. Federal prosecutors described the suspects as supporters of ISIS who had consumed radical content online. Thanks to swift action by the NYPD and federal partners, the devices were safely disabled and no one was injured.

Administration’s response and progress

When asked about lingering security gaps identified in a House Intelligence Committee report, Clayton emphasized that coordination between intelligence agencies and law‑enforcement has improved dramatically since 9/11. “The men and women of the intelligence community, working domestically with law enforcement and overseas with our partners, are committed every day to closing those gaps and identifying evolving threats,” he said. He added that numerous plots have already been thwarted on American soil.
