Democratic State Senator Aisha Wahab projected to win California’s 14th District House seat

California’s 14th Congressional District – the area east of San Francisco that includes parts of Alameda and Contra Costa counties – is set to gain a new representative after CNN’s Decision Desk projected State Senator Aisha Wahab as the winner of the special‑election runoff. Wahab, the first Muslim elected to the California Senate, will fill the seat left vacant when Rep. Eric Swalwell resigned in April amid sexual‑misconduct allegations.

Election dynamics and outside spending

The race has become a flashpoint for the ongoing debate within the Democratic Party over U.S. policy toward Israel. While neither candidate made Israel a central campaign theme, Wahab has publicly called for cutting U.S. military aid to Israel and described the Gaza conflict as a genocide. Her opponent, Democrat Melissa Hernandez – president of the Bay Area Rapid Transit Board – affirmed Israel’s right to self‑defense while acknowledging that the destruction in Gaza has “gone too far.”

Super PACs linked to the American Israel Public Affairs Committee (AIPAC) poured nearly $2 million in television and digital ads through the United Democracy Project and an additional $1.9 million via BOLD America, both of which are funded in part by AIPAC. The ads targeted Wahab’s record on public‑safety and other local issues rather than her stance on the Middle East.

Counter‑campaign spending

In response, the independent super PAC American Priorities, formed earlier this year to offset AIPAC‑aligned spending, spent more than $200,000 on advertisements supporting Wahab. The influx of outside money narrowed Wahab’s earlier double‑digit leads – she led Hernandez by 26 points in the June primary and by 21 points in the earlier primary for a full two‑year term – to a much tighter margin in the runoff.

Broader implications

The outcome matters beyond the district. The House currently stands at 218 Republicans and 212 Democrats, with several vacancies. Each additional Democratic seat helps the party challenge the Republican majority as the new Congress convenes in January 2027.

Wahab’s campaign emphasized affordable health care, lower child‑care costs, curbing corporate price‑gouging, and protecting safety‑net programs. Her victory would continue the Democratic hold on a district that has leaned heavily Democratic in recent elections.

Context of AIPAC influence

The AIPAC‑related spending mirrors a larger pattern in this election cycle, where the pro‑Israel lobby has heavily funded races that feature candidates perceived as critical of Israel. Recent examples include the Michigan Senate primary, where progressive Democrat Abdul El‑Sayed defeated a moderate opponent despite a $30 million opposition effort, and a Missouri House race where an AIPAC‑backed candidate won decisively.

Wahab’s projected win underscores the complex interplay of local voter preferences, national policy debates, and the growing role of outside money in shaping congressional contests.
