Dallas resident launches Explaind to demystify city council spending for working families

When the economy tightens, many North Texans focus on everyday costs like groceries and gas. For Dallas resident Nohelli Estrada, personal hardship sparked a broader mission: making city‑government budgeting transparent for working families.

From job loss to civic action

Estrada, 31, was laid off in February 2024. “I could only have enough cushion for savings as the market allows me, and so the pressure was on,” she recalled. The setback forced her to move back in with her parents in Dallas, where she realized that emergency savings were insufficient for many in her community.

Four months later, Estrada secured a position in healthcare, but the experience left her questioning how city services—like the public library where she spent hours applying for jobs—are funded. “Every day that I would go, I would see how many people depend on those doors being opened,” she said.

Tracking council decisions

Determined to stay informed, Estrada began attending budget town halls and listening to neighbors voice concerns about infrastructure and grocery access. “What are we doing for the working families here?” she asked.

She started studying city‑council agendas, noting upcoming discussions and summarizing them for her peers. “I would drop the agenda on my friends’ laps and say, ‘All right, tell me what city council is talking about next week.’ They’re like, ‘I don’t want to read this,'” Estrada laughed. “These are people my age.”

Explaind: simplifying municipal spending

Together with a friend, Estrada launched a website and social‑media accounts under the name Explaind. The platform posts plain‑language previews of council topics before meetings and offers concise summaries afterward. “Putting the word out there, simplifying it, letting people know that does affect our affordability,” she explained.

Explaind aims to reach residents who feel disconnected from local government, especially those living paycheck to paycheck. “How do you engage people who are also like me, living paycheck to paycheck, to want to care and why it matters?” Estrada asked. “It’s something that I hope, down the line, with our work, is able to close that bridge.”

Why transparency matters

City‑budget decisions directly influence property taxes, public‑service funding, and the cost of living for Dallas families. By breaking down complex agendas, Explaind empowers citizens to hold officials accountable and advocate for policies that support affordable housing, reliable transit, and essential services.

Local leaders have praised community‑driven transparency efforts, noting that informed constituents lead to more constructive dialogue at council meetings. While the Dallas City Council has not yet formally partnered with Explaind, officials have encouraged residents to stay engaged and attend public hearings.
