Congressional Productivity at Historic Low, Public Confidence at 16%

Americans across the political spectrum agree on one point: Congress is failing to fulfill its core duties. A recent Gallup poll released in July 2026 found that just 16% of respondents approve of how Congress is handling its job. Congress focuses on spectacle, not substance

While the president is not a legislator of last resort, the current legislative stalemate underscores the need for a functioning lawmaking body.

Incumbents and the need for reform

Not every member of Congress is lazy or corrupt; many are dedicated public servants working within a system that rewards theatrics over governance. The environment encourages members to cultivate personal brands rather than build a collaborative institution.

This dynamic creates an anti‑democratic triad where experience can become entitlement, longevity can be mistaken for effectiveness, and incumbency can feel like ownership.

Voter pressure and structural change

Recent primary results suggest voters are willing to challenge entrenched incumbents. Money, seniority, endorsements, and name recognition remain powerful, but they are not invincible. Voters can still interrupt the seemingly inevitable trajectory of Congress.

Change inevitably brings uncertainty, but it also offers the chance for genuine improvement. The public must hold both incumbents and challengers accountable, recognizing that retaining the same leadership, incentives, and habits is a deliberate choice.

Path forward

Addressing Congress’s dysfunction will require more than new faces. Structural reforms—empowered independent committees, a rational legislative calendar, greater transparency, reduced opportunities for personal profit, and rules that foster genuine debate—are essential.

Such reforms rarely emerge voluntarily from those who benefit from the status quo. They begin with political pressure from the electorate, expressed through elections and civic engagement.

Connecticut voters, like those across the nation, will soon decide which candidates will represent them in Congress. While no single election will fix the institution, informed voters can help steer it toward a more accountable and productive future.
