Collin County voters reject $817.5 million bond package and $600 million Collin College proposal

Collin County voters decisively rejected every bond measure on the ballot, sending a clear message that taxpayers are not ready to fund the proposed projects. The county’s $817.5 million bond package – which would have financed public‑safety facilities, road improvements, parks and election infrastructure – failed alongside a $600 million Collin College bond that aimed to expand campuses and workforce‑training facilities.

County bond package defeated

All four propositions in the county package were rejected according to unofficial results. Proposition A, a $296.5 million plan for county facilities, drew about 62% opposition. The measure would have added roughly 586 jail beds, expanded the adult probation facility and upgraded the historic courthouse.

Proposition B, the largest at $475 million for road projects, was turned down by just over 51% of voters. The proposal split funding between regional roadway capacity ($350 million) and county road upgrades ($125 million). Proposition C, a modest $6 million park improvement plan, faced 53% opposition, while Proposition D – a $40 million investment in an on‑campus elections and records facility – saw the strongest backlash, with just under 70% voting against it.

Collin College bond also fails

Collin College’s separate $600 million bond proposition was rejected by approximately 52% of voters. The bond would have financed expansions at the McKinney, Frisco, Wylie and Farmersville campuses, the Technical Campus in Allen, the Courtyard Center in Plano, and new facilities such as an Aviation Academy in McKinney and campuses in Anna and Royse City. College officials had previously indicated that the bond would not raise property taxes, but voters were not convinced.

Board Chair Jay Saad issued a statement after the vote, saying, “We respect the decision made by Collin County voters and are grateful to everyone who took the time to learn about the bond proposal and participate in the election. While the outcome was not what we had hoped for, our commitment to providing accessible, affordable and high‑quality education remains unchanged.” The college has not announced any changes to its facilities plan.

Implications for the county

Collin County’s population continues to grow rapidly – an increase of nearly 43,000 residents between July 2024 and July 2025, according to U.S. Census data – putting pressure on roads, public facilities and schools. County officials had projected that, if the bond had passed, the existing debt‑service tax rate of 4.18 cents per $100 of assessed value could rise to 4.95 cents over the six‑year period, assuming a 3% annual revenue increase. The rejection means the county will need to explore alternative financing or prioritize projects within its current budget.

County leaders noted that faster revenue growth could allow adjustments to bond sales, potentially avoiding a tax increase, while extending the bond‑issuance timeline might delay some projects. With the bond package now off the table, officials will likely revisit priorities and consider phased approaches to address the growing demand for infrastructure and public‑safety services.

Related local vote

In nearby Plano, voters also turned down Proposition A, which would have authorized new venue‑related taxes to help fund a proposed $3 billion Dallas Stars arena and entertainment district at The Shops at Willow Bend. Unofficial results showed 54.78% opposition. While the arena project is not halted, developers and the city will need to seek other funding options.

These outcomes underscore a broader trend of voter caution toward large‑scale financing measures, even as the region’s population and infrastructure needs continue to expand.
