City Food Policy Director Dismissed Over Misuse of City Credit Card

The city of New Haven has taken decisive action by terminating Food System Policy Director Latha Swamy after uncovering alleged misuse of her city-issued credit card. Swamy reportedly made at least $5,000 in personal purchases, a violation of city policies.

City spokesperson Lenny Speiller confirmed that Swamy admitted to unauthorized expenditures during a review of credit card records. The city conducted a Loudermill hearing, a standard procedure for public-sector employees facing termination, before deciding to dismiss Swamy.

In addition to Swamy’s termination, her supervisor, Community Services Administrator Eliza Halsey, received a weeklong unpaid suspension. Halsey was responsible for overseeing Swamy’s performance, and her suspension underscores the administration’s commitment to accountability.

The New Haven Police Department is currently investigating the matter, with Detective Kealyn Nivakoff leading the inquiry. Police Chief David Zannelli confirmed the ongoing investigation, which aims to provide a comprehensive understanding of the unauthorized purchases.

Swamy’s tenure with the city began in 2018, during which she contributed to local urban agriculture initiatives and community composting programs. However, records obtained through a Freedom of Information Act request revealed that Swamy conducted 467 transactions totaling over $108,000 with her city credit card between December 2024 and February 2026. Notable transactions include payments to Carlianne Creates, CurrentBody, and Kickstarter.

This incident follows other recent controversies involving city officials, including the abrupt retirement and subsequent arrest of former Police Chief Karl Jacobson for alleged misuse of public funds, and former New Britain Mayor Erin Stewart’s withdrawal from a gubernatorial race amid similar allegations.
