Cincinnati City Council moves to earmark cannabis tax dollars for housing and youth initiatives

On Wednesday, Cincinnati City Council took a concrete step toward supporting families hurt by historic cannabis laws. Members voted to begin drafting an ordinance that would direct the city’s annual cannabis tax revenue—about $1.8 million—into a suite of housing and youth‑focused programs.

Why the ordinance matters

Vice Mayor Jan‑Michele Kearney emphasized that the funds should flow to the communities most impacted by the state’s former harsh cannabis penalties, which disrupted families, led to incarceration, and barred many from stable employment and housing. “The dollars from the cannabis tax fund go to communities that were most impacted by really harsh cannabis laws that disrupted families, sent people to prison, and kept people out of jobs and housing,” Kearney said.

Proposed uses of the money

The draft ordinance would allocate the revenue to several specific purposes:

  • Home‑repair grants and home‑buying assistance for low‑income families.
  • Programs to prevent childhood lead poisoning.
  • Youth savings accounts to encourage financial literacy and future security.
  • Employment programs that connect young residents with job training and placement.

Councilman Mark Jeffreys framed the measure as a fulfillment of a promise made during the city’s cannabis‑tax negotiations: “Part of the promise was this would be reinvested in communities, and Cincinnati, we need that more than ever.”

Opposition and procedural concerns

Councilman Jeff Cramerding cast the lone vote against the motion. He argued that the city should consider these programs alongside other budget priorities rather than earmark the money separately. “It’s a procedural issue,” Cramerding explained. “I believe everything should be done in the budget at the same time. I don’t have any specific concerns about the program, but my colleagues should have all the needs in front of them.”

It is important to note that the Wednesday vote only authorizes the drafting of the ordinance; it does not yet enact the spending restrictions. The proposed changes would likely take effect in July, at the start of the next fiscal year, pending final council approval.

Background on Ohio’s cannabis policy

Ohio voters approved recreational cannabis legalization in November 2023, making the state the 24th to legalize the substance. Cincinnati itself decriminalized possession of small amounts of cannabis back in 2019, positioning the city as an early adopter of more lenient local policies.

By directing cannabis tax revenue toward housing stability and youth development, the council hopes to address the lingering social and economic harms caused by earlier enforcement practices. The measure reflects a broader trend among municipalities seeking to use newly generated tax streams to repair the damage of past drug policies while investing in the next generation.
