The Casper City Council has moved forward with two infrastructure improvement projects, approving contracts for upgrades to the city water system and downtown paving. The council contracted with Casper-based Ramshorn Construction for priority water main improvements, which will address four critical sections of the city’s water infrastructure.
Water Main Improvements
The project will include the installation of approximately 5,800 feet of various-sized PVC water mains, sanitary sewer point repairs, and roadway restoration. The contract is valued at approximately $2.47 million, with a total project budget of $2,774,411.50. Funding will be provided by a combination of water replacement funds, street funds, and a $1 million Mineral Royalties grant.
The work is slated to be substantially completed by August 2027. The project utilizes “pipe bursting” along Yellowstone Highway to install new water mains, a method that avoids traditional trench digging and replacement.
Downtown Paving Improvements
In other business, the council authorized a $256,375 agreement with Falcon Construction for paving improvements in downtown Casper. The company will remove and replace existing alley surfacing between Center Street and Durbin Street and between 1st Street and 2nd Street.
Beyond surfacing and drainage repairs, the project includes the installation of solar wall pack lighting as an enhancement to the downtown alleys. This paving effort will be funded through One Cent #17 revenues specifically allocated for street improvements. Total costs for this project, including a $6,325 contingency, are capped at $262,700.
Work is expected to be completed by the end of October.
