Casper City Council to appoint construction manager for Ice Arena expansion

Casper, Wyoming – The Casper City Council is set to take a key step toward expanding the Casper Ice Arena at its regular meeting on Tuesday at 6 p.m. in City Hall, 200 N. David St. Council members will vote to appoint a construction‑manager‑at‑risk (CMAR) to oversee the addition of a second sheet of ice, a project that promises to boost local recreation and attract regional tournaments.

The council’s agenda lists Sampson Construction as the preferred firm for CMAR responsibilities. Under a CMAR contract, the selected company assumes the risk for delivering the project on time and within budget, providing the city with greater cost certainty. If approved, Sampson Construction will coordinate design, procurement, and on‑site management, working closely with the Casper Amateur Hockey Club, which will also receive a Funding and Completion Assurance Agreement to help secure the arena’s financing.
