The City of Casper is moving forward with plans for storm sewer and concrete repairs at the Center Street railroad underpass, following a vote at Tuesday’s City Council meeting.
Project Details
The council awarded the contract to local firm 71 Construction for a revised price of $164,183.91. The contractor initially submitted the sole bid for the project at a base amount of $315,916.08, which significantly exceeded the city engineering office’s initial $235,000 estimate.
To bridge the funding gap, the council approved a deduct change order that reduced the contract amount by $151,732.17. The cost reduction removes specialized pipe cleaning, storm sewer lining and two manhole lid encasements from the immediate contract.
According to Public Services Director Krista Johnston, municipal staff will now handle the pipe cleaning and manhole encasements internally after the catch basins are rehabilitated. The specialized storm sewer lining work will be postponed and rebid at a later date.
Landfill Improvements
In other business, the council also authorized a $54,830 agreement with American Contracting of Wyoming LLC to replace the gate controller at the Regional Landfill’s Container Maintenance Building.
Johnston reported to councilors that the gate controller has reached the end of its operational lifespan and requires full replacement. The company submitted a base bid of $75,132, but city officials recommended a deduct change order of $22,902 to align the work with the available budget.
The cost reduction eliminates the replacement of the entrance gate itself, which city engineers determined remains in good operational condition and can continue to function as intended.
