Canada seeks visa‑free EU ties as Trump tariffs pressure North American trade

Canadian Prime Minister Mark Carney is heading to Europe this week to press for a strategic partnership that would let Canadians live and work in EU member states without visas. The push comes as President Trump’s administration continues its tariff campaign against Canada, prompting Ottawa to look for trusted allies beyond its traditional reliance on the United States.

Trump administration’s stance

Finance Minister François‑Philippe Champagne emphasized that Canada is not abandoning its relationship with the United States. “It’s always about us,” Champagne told the Associated Press. “We will still do things with the United States.” The comment underscores that, despite the new European outreach, Ottawa intends to keep working with Washington even as it diversifies its partnerships.

What Canada hopes to achieve

According to a senior Canadian official familiar with the talks, the proposed arrangement would allow Canadians to study, work, and reside in the EU without needing a visa. The official stressed that Canada is not seeking the same associate‑membership status enjoyed by Norway or Switzerland, but rather a partnership tailored to Canadian priorities, with investment at its core.

Roughly 70% of Canadian exports currently go to the United States, making Europe a logical focus for reducing economic dependence. Carney described the effort as “greater sovereignty” – an economic component that also reinforces Canada’s independence from what he called “economic coercion” used as a weapon by certain countries.

European response

Carney will attend European Commission President Ursula von der Leyen’s State of the Union address as a guest of honor before speaking to the European Parliament. While he cautioned against expecting a major announcement in Brussels, he said the “real deepening discussions” will begin at the Canada‑EU summit in Montreal later this month.

European officials have welcomed the initiative. French lawmaker Chloé Ridel noted that Carney “said out loud what many Europeans think quietly,” and German lawmaker Tobias Cremer urged Europe to show the same courage Canada has displayed amid the current trade rupture.

Implications for North‑American trade

The move highlights the broader impact of President Trump’s trade policies. Since the collapse of bilateral trade talks, Canada has retaliated against U.S. tariffs and rejected terms that would erode its sovereignty. By contrast, the EU has largely avoided retaliation, allowing most of its exports to the United States to face tariffs of up to 15%.

Analysts such as Ian Lesser of the German Marshall Fund argue that the “unpredictability emanating from Washington” has accelerated Canada’s and Europe’s efforts to diversify economic and security ties. Lesser added that many in Brussels are still watching to see whether the upcoming U.S. midterm elections produce a Congress that can constrain President Trump’s agenda.

Broader cooperation

Canada and the EU already cooperate on trade, defense, energy, technology, and critical minerals. Bilateral trade reached about $147 billion (127 billion euros) in 2025, making the EU Canada’s second‑largest trading partner. The European Parliament also announced plans to open an office in Ottawa, its tenth outside the EU, with a regional mandate that includes the Arctic.

Carney’s European tour will also include a stop in Britain to meet Prime Minister Andy Burnham, a fellow Everton soccer fan, at a League Cup match. The visit underscores the blend of diplomatic, economic, and cultural outreach that Canada is pursuing as it navigates the challenges posed by President Trump’s assertive trade stance.
