Caddo Parish Considers Program to Support At-Risk Students

The Caddo Parish Juvenile Justice Committee recently convened to deliberate on a new initiative aimed at steering local children away from the justice system. The proposed pilot program, known as “Caddo Promise,” focuses on providing support to students at Atkins and J.S. Clark Elementary schools.

This initiative involves a $200,000 investment by the parish to establish a network of coaches, ministers, and mentors for at-risk students. Proponents of the program argue that this upfront cost is a strategic investment, referencing the “Heckman equation,” which suggests that for every dollar spent on early intervention, the parish could save $13 in future expenses related to welfare programs and incarceration.

Concerns Over Jurisdiction and Funding

Despite the potential benefits, the proposal has faced some resistance. Commission President Greg Young expressed concerns that the parish might be encroaching on responsibilities traditionally managed by the school board. He emphasized the need for other local agencies to contribute financially before the parish commits to the full investment.

The committee plans to reconvene next month to further discuss the possibility of the city of Shreveport joining the partnership. This collaboration could potentially enhance the program’s reach and effectiveness, ensuring that the community’s youth receive the support they need to thrive.
