Britain to Declassify Cruise‑Missile Technology for Ukrainian Production

London announced on Monday that it will declassify key components of the Franco‑British SCALP air‑launched cruise missile, known in the United Kingdom as Storm Shadow, to enable a production line in Ukraine by the end of the year. The decision, confirmed by British Prime Minister Andy Burnham, is intended to bolster Ukraine’s ability to strike deep‑lying Russian targets.

Technical overview

SCALP is a conventionally armed, long‑range, deep‑strike weapon built by European arms maker MBDA. It travels up to 550 kilometers (342 miles) using a turbojet engine and can carry a 400‑kilogram (880‑pound) high‑explosive penetrating warhead. Guidance combines internal navigation, GPS, terrain reference and an infrared seeker with automatic target‑recognition algorithms, allowing all‑weather precision.

Operational use

Ukraine has already employed imported SCALP missiles from its Su‑24 and Mirage 2000 fighter jets against hardened Russian targets, including the first strikes inside Russia in November 2024. The new Ukrainian production line is expected to focus on hitting buried command bunkers and other fortified sites, complementing the lighter drones that have been used against exposed infrastructure.

International reaction

Russian Kremlin spokesman Dmitry Peskov condemned the move, saying the United Kingdom is “participating in the war” and “pouring fuel on the fire.” Earlier, the Russian embassy in London warned that deeper British involvement would come at a higher price.

Broader context

While the UK’s technology transfer could take years to scale, Prime Minister Burnham emphasized long‑term support for Kyiv, stating, “Ukraine’s security is our security.” He arrived in Kyiv for Ukraine’s Independence Day, his first overseas trip since taking office on July 20, and will co‑chair a meeting of the 34‑nation Coalition of the Willing, an alliance formed by Britain and France to aid Ukraine as U.S. assistance has waned.

Ukraine continues to face a shortage of defensive missiles such as the U.S.–designed Patriot system, which has seen limited use due to a lack of interceptors. Efforts to produce Patriot interceptors domestically have been discussed, though U.S. support has fluctuated.

In parallel, Ukrainian firm Fire Point has unveiled the FP‑5 Flamingo cruise missile, boasting a 3,000‑kilometer range and already used to strike a Russian rocket‑electronics facility 900 kilometers from the border. Analysts note that Ukraine’s expanding long‑range strike capability is forcing Russia to stretch its air‑defense resources across a larger area.
