Bexar County specialty court faces budget shortfall after state grant ends

San Antonio – The Reflejo Court, a specialized Bexar County courtroom that works with first‑time domestic‑violence offenders, is confronting a major funding gap after a state grant of roughly $273,000 was not renewed. The loss jeopardizes the court manager position and could force participants to cover costs for drug testing and housing assistance.

Judge Ximenez’s perspective on specialty courts

Judge Alfredo Ximenez, who took over Court 4 and the Reflejo program about six months ago, said his view of specialty courts has evolved dramatically. “When I first started six months ago, my view on specialty courts was kind of limited,” Ximenez told reporters. “I knew they existed, but I didn’t know the crux of what they involved. And now I’ve made a 360 and realize how important specialty courts are.”

Ximenez described Reflejo as “100% offender‑based as opposed to victim‑based,” emphasizing the program’s focus on addressing the root causes of violent behavior rather than merely processing criminal charges.

Program successes and challenges

The court’s approach includes treatment for substance‑abuse issues, assistance with housing instability, and other support services designed to break cycles of violence. Participants often come from homes where aggression or substance misuse was normalized. “The only way they knew how to handle things was to lash out,” Ximenez explained. “With treatment, we had excellent treatment providers. They get the treatment they need.”

According to the judge, the program has achieved a very low recidivism rate, and some graduates have returned to mentor current participants, reinforcing a community‑based model of accountability and healing.

Funding shortfall threatens operations

The unexpected termination of the state grant leaves the court scrambling for resources. “We don’t know, they chose not to renew the grant,” Ximenez said. “They’ve essentially cut my right hand off.” The county’s broader budget pressures have limited the ability to fill the gap through internal reallocations.

Without the grant, the court manager position will be eliminated, and participants may be required to pay for drug testing. Housing assistance, a critical component of the program, is also at risk of being discontinued.

Looking ahead: seeking alternative funding

Despite the setback, Ximenez affirmed that Reflejo Court is not shutting down. “Treatment services will continue as long as the court can provide them,” he said. The judge is actively pursuing other grant opportunities and private donations to restore lost services.

“We’re going to go as long as we can because I’m not going to turn my back on these people in the program,” Ximenez added, underscoring his commitment to the offenders who are working to change their lives.

Community impact

The potential reduction in services could affect families throughout Bexar County, as the court’s interventions aim to keep violence out of homes and reduce the burden on law‑enforcement and social‑service agencies. Local advocates for victims of domestic violence have expressed concern that diminished resources may lead to higher rates of repeat offenses.

Stakeholders are urging state legislators and county officials to consider supplemental funding or alternative grant mechanisms to preserve the court’s capacity to deliver treatment, counseling, and housing support.
