Bexar County DA Race Sees Shift as Progressive Groups Withdraw

The district attorney race in Bexar County, Texas, is witnessing a significant shift as progressive justice reform groups, once influential in shaping local elections, have largely retreated from the scene. This change comes amid growing scrutiny from Texas GOP leaders who are keen on curtailing the power of progressive district attorneys.

In 2018, Democrat Joe Gonzales was elected as Bexar County’s district attorney with substantial backing from groups like the Texas Justice & Public Safety PAC, which invested heavily in his campaign. However, as Gonzales retires, these groups have notably pulled back, leaving the current candidates to fend for themselves financially.

The race to replace Gonzales has narrowed down to two Democratic candidates: former Fourth Court of Appeals Justice Luz Elena Chapa and career prosecutor Jane Davis. Both candidates have expressed support for nuanced justice reform measures but have distanced themselves from the bail reform policies that characterized Gonzales’ tenure.

Local Support and Funding Challenges

Chapa, who has criticized Gonzales’ record, has garnered support from the San Antonio Police Officers Association and finished first in the March primary. She has been vocal about the need to address issues with repeat offenders and has emphasized the importance of being tough on crime to improve public safety.

Chapa’s campaign has been bolstered by personal funds and contributions from the business community, raising about $290,000 between February 22 and May 16. In contrast, Davis, who was recruited by Gonzales to oversee the office’s Juvenile Division, has raised approximately $50,000 in the same period, relying heavily on personal loans to fund her campaign.

The winner of the Democratic primary runoff on May 26 will likely face Republican Ashley Foster in the November election. However, the victor will also contend with a state legislative session where Governor Greg Abbott is pushing for the authority to impeach and replace local district attorneys, reflecting a broader conservative effort to challenge progressive DA policies.

Future Implications

The outcome of this race could have significant implications for the future of justice reform in Bexar County. As Texas Republicans, including prominent figures like Chip Roy, advocate for increased state intervention in local DA offices, the role of district attorneys in shaping local justice policies remains a contentious issue.

With progressive groups stepping back, the focus now shifts to how local candidates will navigate these challenges and what this means for the community’s approach to justice and public safety.
