Bar Nunn Limits Mayoral Power

The Bar Nunn Town Council recently took steps to limit the mayor’s power to unilaterally terminate appointed department heads. This move aims to prevent arbitrary firings and ensure stability in the town’s administration.

E-Bike Safety Concerns

Councilor Joy Shain expressed concerns about the safety of pedestrians, particularly children, due to the increasing presence of e-bikes and motorized scooters in the area. Police Chief Steve Sheridan suggested a community-based approach, proposing biweekly meetings to engage parents and encourage them to take responsibility for their children’s actions.

In other business, the council addressed the town’s current structure, which allows the mayor to terminate appointed department heads without council approval. Mayor Peter Boyer agreed that this gives the mayor too much power and could lead to chaos if an unpredictable mayor were to arbitrarily fire staff.

Ordinance No. 2026-05

To address this issue, the council is working on Ordinance No. 2026-05, which will require Town Council approval for the mayor to fire a department head, unless there is a distinct legal cause for termination. The second reading of the ordinance was tabled until the next meeting due to the town attorney’s absence.

The council also unanimously approved the Casper Area Transit municipal partner update for 2026-27 and addressed a complaint about large political signs blocking the line of sight for cars at town intersections. The council directed staff to review Casper’s regulations to draft a new safety rule, as Bar Nunn currently lacks an ordinance regulating political signs.
