Austin council hopefuls face ethics penalties for missed financial disclosure deadlines

In the lead‑up to the November 2026 municipal elections, a number of candidates running for Austin City Council missed the legally mandated filing dates for their financial disclosures. Under Austin city code and the Texas Local Government Code, candidates must submit a Statement of Financial Information (SFI) by August 24 and a Personal Financial Statement (PFS) by September 8. Failure to do so can result in a Class C misdemeanor with fines up to $500 for an omitted SFI, and civil penalties starting at $500 – potentially rising to $10,000 – for a late PFS.

Who missed the deadlines?

Missed filings were reported across all five council districts on the ballot. In District 1, candidates Steven Brown, Alexandria Anderson, Portia Riggins, and Misael Ramos were cited for incomplete or late submissions. Brown’s campaign confirmed his PFS had been filed, while Anderson’s paperwork was uploaded on September 23 but covered the wrong year. Riggins and Ramos acknowledged the oversight and pledged to correct it promptly.

District 5 saw similar issues. Liz Brink submitted a PFS on September 24, though it also reflected the incorrect year. Farrah Abraham claimed compliance but cited technology problems for the missing documents. District 8 candidate Jeffery Bowen provided an unsigned copy of his SFI and re‑filed on September 23. District 9’s Kai Huang did not respond to inquiries, and District 3 candidates Gavin Fernandez Jr. and Neha Shah, along with District 5’s David Weinberg, eventually filed their forms by early September.

City response and ethics commission action

The Austin Ethics Review Commission, which oversees compliance with local and state ethics rules, discussed the pattern of late filings at its September 23 meeting. Chair William Ross Pumfrey emphasized that the process can be “complicated,” leading to unintentional oversights, and announced a new practice of proactively messaging all council candidates about filing deadlines. Commissioners voted unanimously to adopt this reminder system, hoping to reduce future violations and avoid costly ethics proceedings.

Commissioner Haksoon Andrea Low added that many complaints arise from candidates who are only a day or a few days late, noting that such violations are “easily avoidable” without resorting to outside counsel or extensive legal expenses. The commission’s goal is to encourage voluntary compliance rather than punitive action, reflecting the city’s longstanding approach of transparency through cooperation.

Historical context

The 2026 missed deadlines follow a similar pattern in the 2024 council elections, when multiple candidates also failed to file on time. In two 2024 cases, the ethics commission found violations but did not refer the matters for formal penalties. Several other 2024 candidates never faced ethics proceedings despite missing filings, highlighting a recurring compliance challenge.
