ACLU of Ohio files lawsuit alleging ICE retaliation against Springfield resident

Springfield, Ohio – The American Civil Liberties Union of Ohio has filed a federal lawsuit on behalf of local resident Sean Moorman, alleging a coordinated campaign of intimidation by seven Immigration and Customs Enforcement (ICE) officers. The complaint asserts that the officers violated Moorman’s First Amendment right to record and observe law‑enforcement activity in public.

Allegations of harassment

According to the filing, Moorman, who volunteered as an observer of ICE operations targeting Haitian immigrants in Springfield, was subjected to a “menacing campaign” that included multiple incidents of aggressive behavior. The complaint details that an ICE officer swerved a vehicle toward Moorman, approached him to take photographs without justification, and pursued him in a parking lot and through town for an extended period. Officers also allegedly photographed Moorman’s home, pulled up beside his car, blasted the horn, and shouted at him.

Legal basis

ACLU of Ohio argues that the actions constitute retaliation for exercising protected speech. “ICE watchers are protected by the First Amendment, which guarantees their right to record and observe law enforcement in public,” said David Carey, Managing Legal Director for the ACLU of Ohio, in a statement. The lawsuit seeks a temporary restraining order to halt further harassment and to prevent the officers from continuing the alleged campaign.
