Democrats Project Historic Supermajorities in California Senate and Assembly

California Democrats are poised to expand their supermajorities in the state legislature after a wave of voter turnout in San Diego County. The party is expected to retain all seven of its Senate seats up for election and may flip two additional seats, while also targeting a 64‑16 majority in the Senate and a 32‑8 majority in the Assembly.

San Diego County Highlights

High participation from young and Latino voters helped Democrats protect their positions. Democratic strategist Andrew Acosta noted the unexpected strength of the results, saying, “If Democrats had spent money in a few other races, they probably could have picked up two or three more seats.”

In the 40th Senate District, Democrat and former San Diego city attorney Mara Elliott leads Republican challenger Kristie Bruce‑Lane by six points, bolstered by nearly $1 million in labor‑group support. In the 38th Assembly district, Democratic State Senator Catherine Blakespear holds 56 % of the vote, with a $3 million war chest dwarfing Republican Laura Bessett’s resources.

Republican Assemblymember Laurie Davies, representing parts of Orange and San Diego counties, remains in a tight race with Democrat Sergio Farias, despite her district not being flagged as a target by either party.

Inland Empire Shifts

Republican incumbents Jeff Gonzalez and Leticia Castillo, who flipped the 36th and 58th Assembly districts two years ago, now face strong prospects of defeat, reflecting broader GOP challenges across the state.

Statewide Context

Long‑time Sacramento lobbyist Chris Micheli projects a 64‑16 Senate majority and a 32‑8 Assembly majority for Democrats, matching or exceeding their 2024 holdings. He notes that while such dominance may limit bipartisan debate, it also underscores voter frustration with inflation, high gas prices, and perceived association of Republicans with President Donald Trump.

Voter turnout reached roughly 60 %—”not that far off from a presidential race,” according to former Republican consultant Mason Herron. About a quarter of registered voters in the county are unaffiliated, many of whom shifted away from the GOP in this cycle.

Ballot Measures

On the same ballot, Proposition 39, a GOP‑backed voter‑ID initiative championed by Assemblymember Carl DeMaio, was rejected by 59 % of voters. Critics, including U.S. Senator Alex Padilla and Governor‑elect Xavier Becerra, argued the measure would suppress votes, though supporters claimed it would secure election integrity.

Proposition 44, which would have imposed spending limits on health clinics, also performed poorly, reflecting a broader trend of voters rejecting partisan‑driven measures.

These results illustrate a decisive shift toward Democratic control in California’s legislature, driven by high voter engagement and strategic spending advantages.
