DC Democratic Party appoints Jamal Holtz as interim at‑large councilmember

The District of Columbia Democratic State Committee announced Tuesday, Nov. 3, that Jamal Holtz will be sworn in as the interim at‑large member of the D.C. Council. Holtz, a fourth‑generation Washingtonian who grew up in Ward 8 and now resides in Ward 6, will serve until a special election determines a permanent replacement for former councilmember Robert White.

Appointment process and timeline

Under emergency authority, the party’s executive committee acted quickly to fill the vacancy. The committee formally notified Council Chairman Phil Mendelson and the District of Columbia Board of Elections of its decision. Chairman Mendelson is scheduled to administer the oath of office on Monday, Nov. 9 at 1 p.m., officially installing Holtz in the role.

Limited interim role

Party officials emphasized that Holtz’s appointment is strictly temporary. A full ad‑hoc selection process, overseen by 13 party members representing all eight wards, will continue in parallel. The ad‑hoc committee will ultimately recommend a candidate to serve the remainder of the term after the special election winner is certified.

Holtz’s statement

“I did not seek this role, but as a believer in process and in a system where the rules are clear for everyone, I accept my Party’s nomination to serve in this role in a temporary capacity,” Holtz said. His remarks underscore a commitment to procedural integrity and continuity of representation for District residents.

Context of the vacancy

Robert White resigned from the council to become eligible for the District’s delegate position, creating the opening that prompted the interim appointment. The at‑large seat is one of the council’s most visible positions, representing the entire District rather than a single ward, and its occupant plays a key role in shaping citywide policy.

What this means for District residents

While Holtz’s tenure will be brief, his presence ensures that the council maintains a full complement of members during a critical period of legislative activity. Residents can expect the council to continue its work on budget approvals, public‑safety measures, and ongoing initiatives without interruption.

Next steps

The ad‑hoc committee’s selection process will involve public input and deliberations among the 13 appointed party members. Once a candidate is chosen, the District of Columbia Board of Elections will certify the appointment pending the outcome of the special election, which is slated for later this year.

About the D.C. Democratic Party

The District of Columbia Democratic Party serves as the elected body representing Democratic voters across the District. It coordinates party activities, candidate recruitment, and voter outreach, and it plays a central role in filling vacancies such as this one through its established procedures.
