Hutchinson City Council Extends Public Comment Period After Resident Feedback

HUTCHINSON, Kansas – At its Tuesday meeting, the Hutchinson City Council responded to community concerns by extending the public comment period for future meetings. The council did not adopt a new ordinance; instead it pledged to follow the existing city code and ensure residents have adequate time to speak.

Resident concerns spark change

Several Hutchinson citizens had raised the issue that the city allows only three minutes per speaker, while neighboring municipalities permit five minutes. Residents also noted that the current format forces the public to wait until the designated comment segment, even if a topic is already on the agenda.

Council member Stacy Goss questioned the legality of the three‑minute rule, suggesting it may conflict with the city charter. “I think we had a well‑understood way of conducting our meetings… and then there was a new interpretation this spring, and there’s been a new interpretation put in place this summer. So three different interpretations of the policy, but the policy hasn’t changed,” Goss said.

Council action

After hearing the feedback, council members agreed to extend the public comment window for upcoming meetings. While the exact new duration was not specified in the minutes, the decision signals a willingness to accommodate more robust citizen participation and to bring the city’s practice into line with its own code.

The council’s move reflects a broader commitment to transparency and responsiveness in local government. By adjusting the comment period, officials aim to give Hutchinson’s families, faith‑based groups, and business owners a stronger voice in municipal decision‑making.

What this means for Hutchinson residents

Residents can now expect a longer window to address council members directly, whether they are voicing support for a new park, raising concerns about public safety, or sharing perspectives on local schools. The change also underscores the council’s respect for the constitutional right of free speech in public forums.

City staff will update the meeting agenda template to reflect the extended comment period, and the revised schedule will be posted on the city’s website ahead of each council session.

Looking ahead

The council plans to monitor how the extended comment period functions in practice and will consider further adjustments if needed. Community members are encouraged to continue providing input through the city’s official channels and at future council meetings.

By listening to Hutchinson’s citizens and adapting its procedures, the city council demonstrates a commitment to the values of faith, family, and individual liberty that shape our community.
