Wyoming voters reject Proposition One, keeping property tax revenue intact

Jackson, WY — On Tuesday, Wyoming voters turned down Proposition One, the “People’s Initiative to Limit Property Tax in Wyoming through a Homeowner’s Property Exemption.” The Secretary of State’s office reported that 105,200 voters opposed the measure, while 80,031 voted in favor. More than 6,000 ballots left the question blank.

County results show mixed local sentiment

Only Lincoln and Park counties recorded a majority of “yes” votes. In Teton County, 62% of the 10,535 ballots cast rejected the initiative, with 6,416 voters voting against it and over 200 leaving the section blank. The rest of the state followed a similar pattern, indicating broad resistance to the proposed tax exemption.

Why opponents prevailed

Supporters argued that the exemption would provide much‑needed relief from rising property tax bills. However, opponents warned that eliminating half of a home’s assessed value from taxation would dramatically cut revenue needed for essential local services. Governor Mark Gordon warned that passing Proposition One would be “the first step in what could be a further call to completely dismantle a system of taxation Wyoming has relied upon since before statehood,” emphasizing the risk to school funding, ambulance services, and snow‑plow operations.

Local Republican perspective

A Teton County Republican Party newsletter dated Oct. 18 urged constituents to vote against the measure, noting that the state’s increased revenue from higher assessed values benefits government and associations. The newsletter claimed the exemption would not “break the bank” and would simply return revenue to 2022 levels, but also cautioned voters not to be misled by what it called propaganda.

What’s next for property‑tax relief seekers

Residents looking for ways to ease their property‑tax burden can still explore existing exemptions and the county’s annual refund program, details of which are available on the Teton County website. These options remain in place despite the defeat of Proposition One.

Implications for the state budget

By rejecting the initiative, Wyoming preserves the property‑tax base that funds critical local infrastructure and public safety. Lawmakers and local officials can now focus on other avenues for fiscal responsibility without jeopardizing essential services.
