Oregon Public Utility Commission approves modest gas rate increase for Cascade customers

Bend, Oregon – The Oregon Public Utility Commission (PUC) voted on Saturday, Oct. 31, to adopt new rates and program updates for Cascade Natural Gas. The decision will raise the average residential bill by about $7.38 per month, roughly a 10.7% increase for a typical customer using 57 therms.

Rate structure and cost recovery

The approved rate case lets Cascade recover expenses tied to system upgrades, ongoing maintenance, environmental compliance and new capital investments. It also revises how costs are allocated across different customer classes and updates several utility programs.

Purchased Gas Adjustment reflects market reality

Cascade’s annual Purchased Gas Adjustment (PGA) filing projects natural‑gas costs for the coming year and reconciles last year’s actual expenses with earlier forecasts. Because wholesale gas prices fell and the region experienced an unusually warm winter, the PGA component this year is lower than originally projected. The PUC noted that the adjustment does not include any corporate profit margin from Cascade.

Policy changes to utility programs

Alongside the rate changes, the commission approved a three‑year phase‑out of line‑extension allowances, which previously helped offset connection costs for new residential and commercial gas customers. The order also updates cost‑recovery schedules for Cascade’s Climate Protection Program.

In a new pilot initiative, the PUC will offer a $1,500 incentive to eligible customers who install qualifying heat‑pump equipment. Commission Chair Letha Tawney said the incentive aligns with Oregon’s energy‑efficiency goals while providing tangible savings to households.

“Cascade’s filings involved complex issues, ranging from cost recovery to climate compliance,” Tawney said. “These decisions balance customer impacts with Oregon’s energy and climate goals and they improve transparency through required studies and future filings.”

Potential future refunds

The PGA portion of the order will be reviewed further by the PUC, which could result in refunds to customers if the final analysis shows over‑collection.

What this means for Oregon families

For most households, the modest increase translates to a slightly higher monthly expense, but the heat‑pump incentive offers a pathway to lower long‑term heating costs and reduced carbon emissions. The phase‑out of line‑extension allowances may affect new developments seeking natural‑gas service, encouraging builders to consider alternative energy solutions.

Overall, the commission’s action reflects a balance between maintaining reliable gas service, supporting state climate objectives, and protecting consumers from excessive rate hikes.
