Shelby County Budget Approved After Years of Fiscal Challenges

MEMPHIS, Tenn. – The Tennessee Comptroller confirmed on Oct. 21 that Shelby County’s Fiscal Year 2027 budget received official approval. The endorsement follows a series of corrective actions that addressed longstanding concerns about the county’s financial management.

Turning the Tide After Repeated Rejections

For five consecutive years, the state comptroller rejected Shelby County’s budget proposals, most recently in October 2025, citing a lack of detailed budgets, explanations for negative balances, and insufficient cash‑flow documentation. The county’s fiscal health deteriorated, culminating in a $43 million shortfall and a negative cash position that forced the Shelby County Commission to draw a loan from its debt service fund to keep essential services running.

In response, county officials took decisive steps. In June, commissioners voted 8‑5 to adopt a new $1.6 billion budget that included a modest property‑tax increase of roughly two cents per $100 of assessed value, bringing the rate to $2.702382. By July, the county secured a $125 million loan—its second borrowing episode in seven months—to cover payroll for approximately 4,600 employees.

State Recognition of Corrective Measures

The recent approval highlights a turnaround. The comptroller’s letter noted that Shelby County had made measurable progress in reporting accuracy, transparency, and rebuilding General Fund reserves toward the targeted 20‑30 percent range. The state’s acknowledgment reflects the county’s commitment to sound fiscal stewardship.

Mayor Mickell Lowery described the approval as evidence of “disciplined leadership” and a stronger financial foundation for taxpayers. “This approval reflects disciplined leadership, honest accountability, and the hard work of people across Shelby County Government,” Lowery said. “We are not finished, but we are moving forward with a stronger financial foundation and a clear commitment to protecting taxpayer dollars.”

Leadership Emphasizes Accountability

Chief Financial Officer Brian Collins echoed the mayor’s sentiment, stating that the approval reinforces the county’s dedication to “consistent practices, accurate reporting, and collaboration.” Chief Administrative Officer Maura Black Sullivan called the milestone a sign of “stronger financial systems and accountability,” while Board of Commissioners Chairwoman Shante K. Avant stressed that responsible budgeting requires “shared commitment and sustained oversight.”

These statements underscore the administration’s focus on restoring confidence among residents and ensuring that public funds are managed responsibly. The county’s efforts align with broader goals of fiscal prudence and protecting the interests of families and businesses throughout Shelby County.

What This Means for Residents

With the FY 2027 budget now approved, Shelby County can proceed with its planned services and initiatives without the uncertainty of state rejection. The modest property‑tax increase is intended to support essential functions while the county continues to rebuild its reserve balances, providing a cushion against future financial shocks.

Local taxpayers can expect continued transparency in budget reporting, as the county has pledged to maintain the improved practices that earned state approval. Ongoing oversight by the comptroller will help ensure that the county stays on track toward its reserve goals.

Looking Ahead

County officials acknowledge that the work is not complete. They plan to keep refining budgeting processes, enhancing financial reporting, and engaging the community in discussions about fiscal responsibility. The recent approval serves as a benchmark of progress and a reminder that disciplined leadership can restore stability after years of challenges.
