Incumbent Sen. Pat Stefano Defends Pennsylvania Families Against Rising Utility Costs and Data‑Center Overreach

In the 32nd State Senate District – covering Fayette, Somerset and Bedford counties and the Scottdale area of Westmoreland County – three‑term Republican incumbent Pat Stefano is gearing up for a November 3 general‑election contest against Democratic challenger Jacob Cecil. Stefano, 60, of Bullskin Township easily won the GOP primary in May, while Cecil, 27, a warehouse worker from Windber, secured the Democratic nomination through write‑in votes.

Stefano’s Focus on Affordable Energy for Families

Stefano says the most urgent problem for Pennsylvanians is the rising cost of electricity and other utilities, which he says strains families, seniors and small businesses. As chairman of the Senate Consumer Protection and Professional Licensure Committee, he works directly with the Public Utility Commission and utility providers to promote accountability, control costs and ensure consumers are treated fairly. He highlights his opposition to the Regional Greenhouse Gas Initiative (RGGI), which he argues would raise energy costs, and calls for encouraging private investment to modernize aging utility infrastructure without shifting expenses onto ratepayers.

Local Control Over Data‑Center Development

On the question of data‑center development, Stefano stresses that decisions should be driven by local communities, not a one‑size‑fits‑all approach from Harrisburg. He argues that residents of the 32nd District understand their neighborhoods best and deserve transparency and a meaningful voice. While welcoming responsible investment, he says the state must protect ratepayers, enforce environmental standards and hold developers accountable for any costs or impacts to the community.

Cecil’s Platform Emphasizes Tax Reform and Opposition to Data Centers

Democratic challenger Jacob Cecil frames the cost‑of‑living crisis as a tax‑policy issue, noting Pennsylvania’s “fourth most regressive tax rate” and calling for reforms that would ensure the working class pays its fair share. He points to a more than 20% increase in electricity costs over recent years and argues that data centers have driven up household electricity bills, created pollution and enjoy an uncapped sales‑tax exemption on equipment. Cecil proposes stricter water‑quality tests, noise limits and a streamlined complaint process for residents affected by hyperscale data‑center projects.

What Voters Should Know

Both candidates agree that Pennsylvania’s power grid is outdated and that families are feeling the pinch of higher utility bills. Stefano emphasizes market‑based solutions, private investment and local decision‑making, while Cecil pushes for tax reform and tighter regulation of data‑center projects. Voters in Fayette, Somerset, Bedford and Westmoreland counties will need to weigh these differing approaches as they head to the polls on Nov. 3.

Election Details

The race is part of the statewide ballot that also includes contests for governor, lieutenant governor and numerous local offices. Early voting begins Oct. 15, and absentee‑ballot applications are available through the Pennsylvania Department of State website. Both campaigns have pledged to continue engaging with constituents through town halls and written responses to voter questions.
