San Antonio’s ambitious Project Marvel, which included plans for a second convention center hotel, has hit a significant roadblock. The San Antonio Water System (SAWS) announced that relocating its Commerce Street chilled water plant, a necessary step for the proposed hotel site, would cost over $300 million, far exceeding initial estimates.
Chilled Water Plant Relocation Deemed Too Costly
SAWS Chief of Staff Jaime Castillo confirmed that the idea of moving the plant is no longer viable. “On our site, correct,” Castillo stated, indicating that the city and SAWS have agreed not to pursue the hotel on the current plant site. The plant plays a crucial role in cooling 22 downtown locations, including the convention center and the Alamodome.
The hotel was initially part of the city’s vision for Project Marvel, which also includes a UT San Antonio School of Hospitality. However, with the plant relocation off the table, the city must reconsider its plans. The focus has shifted to other projects, such as a new Spurs arena and potential expansion of the Henry B. González Convention Center.
Exploring Alternatives for Project Marvel
SAWS is now exploring other options to support the area’s growth, including enhancing the current plant and potentially adding a satellite facility. “We’re thinking it’s probably both, but the study will confirm that,” Castillo mentioned. SAWS plans to collaborate with project managers from the city and Spurs to determine the necessary scale of any new facilities.
The financial burden of upgrading the downtown cooling district is expected to fall on specific customers rather than general ratepayers. Meanwhile, SAWS is seeking a separate rate increase, with the City Council set to vote on it soon.
As San Antonio continues to develop its downtown area, the city must navigate these logistical challenges to ensure the success of Project Marvel and its associated developments.
