Texas Land Commissioner grants Harris County one‑year extension for $1.1 B flood recovery projects

Harris County residents will have additional breathing room to finish vital flood‑recovery work after Texas Land Commissioner Dawn Buckingham secured a one‑year extension on the federal funding deadline. The extension, announced on Sept. 28, applies to more than $1.1 billion in Community Development Block Grants that were originally set to expire in February 2027.

The Texas General Land Office (GLO) has obtained approval from the U.S. Department of Housing and Urban Development (HUD) for a final, one‑time extension. Under the new timeline, the Harris County Flood Control District (HCFCD) can request an extra year to spend $322 million earmarked for 11 disaster‑recovery projects, provided it submits a documented need. A separate set of 17 flood‑mitigation contracts may now be extended until March 2029.

Harris County has faced construction delays and market pressures that threatened its ability to meet the original federal deadlines. HCFCD’s commitment

HCFCD Executive Director Marcus Stuckett reiterated the agency’s focus on delivering the projects despite the funding challenges. “We are executing the plan approved by the Commissioners Court and identifying the challenges as they arise,” Stuckett said. He promised to present detailed updates at the court’s Oct. 15 meeting and affirmed that the district will “execute every single one of those projects regardless of funding source.”

The grants stem from federal assistance for communities impacted by Hurricane Helene. Originally allocated in October 2023, the funds were subject to strict federal timelines and evolving program requirements. The GLO has previously granted extensions for Hurricane Harvey funds, but HUD has labeled this the “one final extension” for the Helene‑related projects.
