Republicans have steered Wisconsin constitutional amendments for 15 years

For the past fifteen years, the Republican majority in Wisconsin’s Legislature has held the reins on which constitutional amendment proposals appear on the state’s statewide ballots. The power to advance these measures comes from a two‑session passage requirement: both the Assembly and the Senate must approve the amendment in two consecutive legislative sessions before it is presented to voters for a simple majority vote.

Legislative control and the amendment process

Republicans seized control of the Wisconsin Legislature in 2011 and have maintained that majority through successive elections. This control enables them to pass amendment proposals without Democratic support, as the required votes can be secured within the Republican caucus alone. Because the governor cannot veto a constitutional amendment, the executive branch’s influence is limited once the Legislature clears the proposal.

Recent amendment activity

Since 2020, Wisconsin voters have approved seven constitutional amendments and rejected two. Three additional amendments are slated for the November 3 ballot, reflecting the continued use of this tool to address policy issues that the current Democratic governor, Tony Evers, has previously vetoed. While most votes on these referendums fall along party lines, there have been occasional Democratic votes in favor of specific measures.

Impact on state policy

The ability to place constitutional questions directly before voters allows the Republican‑controlled Legislature to bypass the governor’s veto authority and advance policy goals that might otherwise face executive resistance. This mechanism has been employed on a range of issues, from election reforms to fiscal policies, reinforcing the party’s agenda at the constitutional level.

What voters need to know

When a constitutional amendment reaches the ballot, it requires a simple majority of votes to be ratified. Voters should review the specific language of each proposal, understand its potential effects, and consider how it aligns with their values and the broader interests of Wisconsin families and communities.

Looking ahead

The upcoming November ballot will feature three new amendment questions. As the election approaches, both parties are likely to intensify outreach to educate voters on the merits and drawbacks of each measure. The outcome will further illustrate the extent to which the Republican majority can shape Wisconsin’s governing framework through direct voter approval.
