Dallas Police Keep Over 300 Flock Cameras Active After State Funding Ends

Dallas Police Department (DPD) confirmed that the city will continue to operate roughly 300 of its Flock license‑plate‑reading cameras after Texas withdrew the state grant that funded 321 of the devices. The remaining cameras are financed by local sources and will stay online to support investigations and traffic safety.

Why the cameras matter to Dallas residents

Flock cameras have been credited with helping solve a number of serious crimes this year. DPD’s briefing noted that the technology contributed to 12 homicide investigations and 50 business‑robbery cases, representing about 13% of those robberies. In January, a stolen Mercedes was recovered after a Flock alert, illustrating the system’s broader impact beyond the deactivated cameras.

Funding gap and cost estimates

Each camera costs roughly $3,300 per year to operate. Restoring the 321 shut‑down units would require about $1.06 million annually, according to police estimates. The city previously approved a $5.74 million contract for the Flock system through June 2028, but no formal request to replace the lost funding has been documented.

Oversight and data handling

DPD retains license‑plate data for 365 days and conducts weekly audits to ensure searches align with authorized case numbers. The department reported no evidence of misuse among the remaining cameras. Audit flags that have arisen, such as incorrect case numbers, are addressed through coaching and commander review.

Flock has announced mandatory audit assistance by the end of the year and will suspend accounts that show abnormal activity. Dallas plans to add automated search validation and expanded case‑outcome tracking, though the rollout status of these upgrades was not confirmed in the reviewed records.

Future collaboration and privacy safeguards

Chief Daniel C. Comeaux is scheduled to meet with Flock’s CEO the week of September 28 to discuss safeguards against misuse, though specific proposals were not disclosed. Police also noted that data sharing has narrowed to 202 Texas agencies, and federal sharing has ceased, though the current partner roster remains unverified.
