Council candidates clash over future of license‑plate reader cameras in Springfield

Springfield voters faced a stark choice at the September 17 city‑council candidate forum. Incumbent councilor Jill Cuadros, who was appointed to the Ward 4 seat, argued that expanding the use of automated license‑plate reader (ALPR) cameras is essential for public safety, provided the city implements “good controls.” In contrast, former Navy cryptologic technician Callee Ackland warned that such technology enables mass surveillance and urged residents to vote against any new contracts.

Cuadros’ position on ALPR technology

When asked about the controversial vendor Flock Safety, Cuadros acknowledged that the company “struggles to maintain confidentiality,” but she quickly pivoted to a broader safety argument. “Public safety is our priority, and with good controls that information is necessary,” she said. Cuadros framed the cameras as a tool that can help police respond to crimes quickly, emphasizing that the city can set safeguards to protect privacy.

Ackland’s warning about privacy abuse

Ackland, a four‑year veteran of the Navy’s cryptologic branch, highlighted the dangers of building a government database of citizens’ movements. She cited the Institute for Justice, which has documented more than 200 instances of ALPR abuse nationwide, including wrongful stops, detentions, and even romantic stalking. “At least 150 communities have already rejected or deactivated these cameras,” Ackland noted, urging Springfield not to repeat that mistake.

Last year, Springfield installed roughly two dozen Flock Safety cameras. After months of intense public pushback over privacy and data‑security concerns, the police department removed the devices. However, the department clarified that canceling the Flock contract “does not represent a shift away from ALPR technology itself,” indicating that another vendor may soon be considered.

What’s at stake for voters

The upcoming November election will determine which council members have the authority to approve any new ALPR contract. Ackland’s campaign centers on a “no‑to‑mass‑surveillance” platform, arguing that Springfield should protect its residents’ privacy rather than expand a surveillance network. Cuadros, meanwhile, maintains that the city can balance safety and privacy with proper oversight.

Residents who wish to influence the decision can register to vote by October 13; ballots are mailed the following day, and the election takes place on November 3. Both candidates encourage community members to attend future council meetings and voice their concerns directly.
