Federal Appeals Court Orders Missouri to Use 2025 GOP‑Favored Congressional Map

The 8th U.S. Circuit Court of Appeals issued a decisive ruling on Monday requiring Missouri to use the congressional map adopted in 2025 for the upcoming November 2026 general election. The court emphasized that the Constitution forbids the state from switching to a different map between the August 2026 primary and the November general election.

The appeals court highlighted two key concerns: more than $6.5 million spent on broadcast advertising promoting the 2025 map, and roughly 1.4 million Missourians who would find themselves in different districts if a new map were imposed. The judges warned that allowing the 2022 map to return for the general election would give some voters “more say than others” in choosing their congressional representatives.

Missouri’s legislature passed the 2025 map in anticipation of the 2026 midterm elections, a plan expected to add an additional Republican seat to the state’s delegation. The map was used in the August 4 primary, but state officials sought to replace it with the older 2022 configuration for the November ballot. The U.S. Supreme Court twice rejected attempts to adopt new maps, reinforcing the lower court’s stance.

The Missouri Supreme Court previously ruled that any legislative redistricting measure is subject to a citizen‑initiated referendum. More than 300,000 signatures were gathered to force such a vote, but Secretary of State Denny Hoskins voided the petition before the primary and proceeded with the 2025 map.

Political Reactions

Democratic Rep. Emmanuel Cleaver, whose district would be altered by the redistricting, criticized the state’s earlier efforts to bypass the Missouri Supreme Court’s decision. “It is my hope that state officials will start following court orders and end this shameful attempt to break Missouri law and silence Missouri voters,” Cleaver wrote on social media.

Legal experts note that the appeals court’s decision aligns with constitutional principles of equal representation and provides clarity for voters heading into the 2026 elections. The case is expected to return to the U.S. Supreme Court for a final determination on which map may be used moving forward.

Voters can expect the same district boundaries that were in place for the August primary to be used for the November general election.
