12 New Florida Laws Effective Oct. 1 Impact Drivers, Renters and Pet Owners

On Oct. 1, a second wave of legislation from the 2026 Florida session will take effect, bringing new requirements and penalties that touch everyday Floridians. While the first batch of roughly 230 measures began on July 1, this smaller group of twelve bills focuses on practical issues such as vehicle registration, rental applications, landlord‑tenant relations and animal‑welfare protections.

Specialty license plates (SB 246)

The Senate approved SB 246, which tightens the paperwork needed to obtain specialty or vanity plates. Applicants must now provide additional proof of residency and vehicle ownership, a move the Department of Highway Safety and Motor Vehicles says will improve record‑keeping and reduce fraud.

Pre‑trial release violations (HB 397)

HB 397 creates a new felony for individuals who violate the conditions of a pre‑trial release. Lawmakers argue the change will protect public safety while preserving the presumption of innocence for those awaiting trial.

Gang‑membership criteria (HB 429)

“Meg’s Law” – nitrous oxide and xylazine (SB 432)

SB 432, dubbed “Meg’s Law,” makes it a felony to possess or distribute nitrous oxide and the sedative xylazine when intended for human consumption. The legislation responds to rising abuse of these substances and seeks to curb related overdoses.

Lewd acts (HB 1525)

HB 1525 expands the definition of lewd conduct to include certain public displays of indecency, increasing penalties for repeat offenders. Supporters say the change protects families and community standards.

Monarch Hill landfill (HB 4039)

HB 4039 addresses operational standards for the Monarch Hill landfill in Broward County, mandating stricter waste‑management practices and regular environmental reporting to safeguard local water sources.

Fellsmere Water Control District (SB 4093)

SB 4093 authorizes the Fellsmere Water Control District in Indian River County to implement new flood‑mitigation projects, including upgraded drainage infrastructure to reduce storm‑water flooding in residential neighborhoods.
