Zelenskiy launches Carpathian Eight to boost regional trade and security

At a summit in western Ukraine on September 18, President Volodymyr Zelenskiy announced the formation of the Carcarpathian Eight, a regional bloc that brings together eight countries from the Carpathian area to strengthen trade, energy, logistics and security ties.

Who is involved

The inaugural gathering featured leaders from Romania, Serbia, Poland, Slovakia, the Czech Republic, Austria, Hungary and the European Union. Polish Prime Minister Donald Tusk, Serbian President Aleksandar Vučić and Romanian President Nicolae Dan attended, along with a delegation of roughly 550 business representatives.

Goals and expectations

Zelenskiy said the new framework will “create another strong framework for cooperation at the EU level” and highlighted three priority areas: expanding energy and logistics cooperation, increasing cross‑border trade, and addressing security concerns that remain paramount after Russia’s full‑scale invasion in 2022.

He emphasized that keeping trade and transport routes open has been essential for Ukraine’s resilience and that the Carpathian Eight will help safeguard those links for the years ahead.

Economic outlook

During the summit, Zelenskiy projected that the forum could generate investment and trade agreements worth about €1 billion (approximately $1.15 billion). He described the early results as a “good start,” noting agreements on energy, logistics, infrastructure and cross‑sector projects.

Business leaders from the participating nations expressed optimism that the new alliance will open markets, streamline customs procedures and foster joint infrastructure projects, especially in rail and road corridors that cut across the Carpathian region.

Security dimension

Security was a central theme of the summit. Zelenskiy warned that the threat landscape remains volatile and that regional cooperation is vital for collective defense. While the Carpathian Eight does not replace NATO commitments, the participants agreed to coordinate intelligence sharing and joint exercises to bolster border security.

Poland’s Tusk reiterated his country’s support for Ukraine’s sovereignty and highlighted the strategic importance of a united front among Central‑European states.

The Carpathian Eight summit is scheduled to run through Sunday, with working groups expected to finalize the trade and security agreements. Observers note that the initiative aligns with broader European efforts to diversify energy sources and reduce dependence on Russian supplies.
