Interior Department audit flags backlog and staffing gaps in BIA Missing and Murdered Unit

The U.S. Department of the Interior’s Office of Inspector General released a September 2026 audit that shines a light on serious operational weaknesses within the Bureau of Indian Affairs’ Missing and Murdered Unit (MMU). The unit, which investigates missing persons, homicides and human‑trafficking cases involving American Indians and Alaska Natives, is struggling with a growing backlog of referrals and chronic staffing shortfalls.

Backlog numbers and workload pressures

According to the audit, as of November 2024 the MMU was handling 83 open cases and 394 pending referrals. Of those referrals, 284 (72%) were received between 2020 and 2023, while the remaining 110 arrived in 2024. Auditors traced the backlog to inefficient intake procedures, the absence of clear review deadlines, and heavy agent workloads.

Agents typically manage four open cold cases—a workload the report deems typical—but each agent is also assigned an average of 14 referrals. The audit notes that a referral does not necessarily represent an active or unsolved case; many are routed to support staff for preliminary handling.

Victim services gaps

The review uncovered another troubling shortfall: in eight of 13 cases where a referral required contact with the unit’s Victim Services program, agents failed to do so. Victim Services specialists play a critical role in helping families navigate legal processes, access support services, and receive timely case updates.

Financial use of unit funds

The audit also observed that the BIA’s Office of Justice Services spent roughly $15.2 million of MMU funding on purchasing and modifying vehicles for other BIA law‑enforcement units, raising questions about resource allocation.

Interior Department’s recommendations

In response to the findings, the Department of the Interior issued a series of recommendations aimed at restoring efficiency and accountability:

  • Develop and implement a plan to clear the backlog of referrals received between 2020 and 2024.
  • Update MMU policies to incorporate best‑practice intake procedures and a solvability checklist that directs non‑investigative tasks to support staff.
  • Provide targeted training so agents only receive referrals that meet the unit’s case‑criteria and are potentially solvable.
  • Establish clear timeframes for reviewing referrals to determine whether they should be opened as cases or closed.
  • Work with BIA Human Resources to set specific timelines for filling vacant positions promptly.

KOAT reached out to the Bureau of Indian Affairs and the Department of the Interior for comment, but had not received a response at the time of publication.
