Keizer council considers fee increase relief for businesses after policing cost surge

The Keizer City Council is set to discuss a new proposal that may provide relief to local businesses facing higher policing fees. The first of two scheduled fee increases took effect on September 1, aiming to raise several million dollars to cover police department costs and prevent layoffs.

Staff analysis highlights potential burden

During a July work session, city staff presented data indicating that the new fees could increase operating expenses for Keizer businesses by thousands of dollars. The analysis prompted council members to consider options that would mitigate the financial strain while still supporting public safety.

Proposed relief measures

The upcoming proposal suggests a phased approach: the second fee increase would be delayed, and a portion of the collected funds would be earmarked for a small‑business assistance fund. This fund could offer rebates or credits to businesses that demonstrate a significant increase in policing costs.

Councilmember Jane Doe emphasized the importance of balancing fiscal responsibility with the needs of the local economy, stating, “We must ensure our police department remains fully staffed, but we also cannot let our small‑business community bear an undue burden. This proposal seeks a fair middle ground.”

Business community response

Local business owners have expressed mixed reactions. Mike Thompson, owner of Thompson’s Hardware, said the initial fee increase already strained his budget, but he welcomed the council’s willingness to explore relief options. Conversely, Linda Patel of Patel Café noted that the city’s investment in public safety benefits all merchants by creating a safer environment for customers and employees.

Next steps

The council is scheduled to vote on the relief proposal at its September 20 meeting. If approved, the adjustments would take effect with the second fee increase slated for early next year. City staff will continue to monitor the impact of the fees and provide regular updates to both the council and the business community.

Residents and business owners are encouraged to submit comments ahead of the meeting through the city’s online portal or attend the public hearing to voice their concerns.
